Shikone, one of the Beasts, has been sent by Otoroshi to attack Tokyo Bay.  Back again, Otoroshi has been resurrected by the Kegai no Tami, but his powers have not fully returned.  Human weapons are no match for him as he ventures out into the city, and with this, the worse is yet to come
